Question about Electors Rolls

Hi everyone, I have a relative called Mark Dale b.1863 in Bollington Cheshire. Mark married Elizabeth Hogan in St Peter's in Bolton in 1885 and they moved to Oldham at some point before the 1901 Census where they are listed as living at 15 Halle Street. In 1911 they are living together at 9 Sun Street, Oldham. Elizabeth died at this address in 1917 and Mark died in the same place in 1923.

I've been looking at the local Electors rolls and I'm confused by the results. All of the electors before 1917 list Elizabeth on the 'MARRIED WOMEN ELECTORS' page without any mention, anywhere at all, of Mark. Why would this be?

He is back after her death in 1917 but why wouldnt he be listed? Am I missing something obvious?

Was Mark away fighting in WW1 ??  1914-17 .... I know he would be in his 50's but some men had specialist trades - it is possible I think ??  just a suggestion
