I've never heard of Montbeliard just as you've probably never heard of Jipijapa, a city of similar size.  Of course, I could have looked it up [which I have now done] but it was faster to just look at the document to see what language was involved.  It would have been even faster if 'French' had been stated in the title.

Draft translation now completed further up .

It's long winded, others may be able to improve chunks of it! I have no idea what an ouvrier sur ressorts is! Looks like a worker on springs!!

I have discovered links to the French hospital in London. This was on the Huguenot museum page, so there may be some clues there. All for another time, I think.
