Seeking to date 19th C Napier picture

I would like to know if there is enough information in this picture  (I'm not sure if it is a portrait or a photograph) to give it an approximate date. The alternatives are a man born in 1789 d. 1853 or his son, born 1836 d. 1903.

This looks like an over-sketched enlargement.
Before photo enlargers came about the only way
was to take a photo of the picture & enlarge it.
As a result some definition was lost so they were
sent to miniature artist's for re-touching.
It's possible the original was 1840's/50's.

Using Jim's dates, the person looks too young to be the man born in  1789 but could be the son if it was the very late 1850s

Thank you Jim and Gadget!  I was wondering about when the photographic techniques needed for this process became available?  If not before 1853 then obviously it could not be the father.
