Help with deciphering part of a pension record.

Hi, could someone please decipher this for me please. Mainly the first word, I can read the majority of it after that.

It is part of a pension record I found for a ancestor.

You don't need a 'translation' - it's in English.

Permanent. Capacity not lessened since enlistment.
