Yes! It's definitely JWM in the 1913 record above, and the one below. The image says he's from Birkenhead. He's a fireman on this ship, as well.

New South Wales, Australia, Unassisted Immigrant Passenger Lists, 1826-1922
Name:   J W Milligan
Estimated Birth Year:   abt 1884
Age:   32
Port of Departure:   Brisbane
Port of Arrival:   Sydney, New South Wales
Voyage Arrival Date:   16 Oct 1916
Vessel Name:   Buninyong

I wonder if the record below reflects the ship he served on just prior to the Conargo? The image indicates he's from Birkenhead.

New South Wales, Australia, Unassisted Immigrant Passenger Lists, 1826-1922
Name:   J W Milligan
Estimated Birth Year:   abt 1884
Age:   33
Port of Departure:   Cairns
Port of Arrival:   Sydney, New South Wales
Voyage Arrival Date:   9 Aug 1917
Vessel Name:   Rupara

Looks like there may be a handful more Australian Crew/Passenger records for JWM like this on Ancestry.

Has your husband done a DNA test? If so, does he match to any of the known Milligan family members from Birkenhead?

He has done a DNA and l cannot find any connection to this family, we have some good matches to mulligans,, most went to USA from swineford Ireland,, one link that I've found is a John mulligan he married Margaret mcnicholas they were in Toxteth for a couple of years but from Ireland they married 1889 l think in Toxteth area then had a couple of children about 1905 /7 they left for pensilvania, I'm in touch with a descendant but going through a family with 16 children in Ireland,, isn't easy,, he must share a grt grandparent so where,,
