Can anyone help with sharpening this? There are a couple of online sites that will do it but the results have really not been that good. Any help/ideas will be much appreciated.

This is the uniform of the Royal Naval Air Service (RNAS) in WW1, as far as I can tell. The badge under the eagle appears to be the Artisan Sleeve Trade badge.
Bownass - Lancashire & Westmorland
Hoggarth - Lancashire & Westmorland
Jackson- Lancaster
Waller - Dent, Yorkshire dales
Omerod - Lancashire
Redburn - Lancashire
Evans - Hereford

Thanks all for the valiant efforts on a poor subject. Particular thanks for identifying the uniform and trade badge,
