Census Winchcombe

HI
I'm trying to see who lived in a street in Winchcombe in the 1850s onwards. The census only lists the streets, not the house numbers although the form asks for that. Does anyone know a way to cross reference this. Most of the inhabitants won't be voters. They are for example a washerwoman, labourers, a licenced hawker's wife (although living alone).
Any help gratefully received.

Someone tried to do this for Gloucester Street in Winchcombe. Interesting to read how they put it all together from various sources of info https://gloshistory.org.uk/reprints/gh199507.pdf
