William - yes I have contacted Croydon Council, just waiting for a response, though not holding out too much hope. 

Thanks loads for the info on the Cropps.   The names mean nothing but I will check back to see if I can find any links. 

Mark - the adoption was at birth (1919), as far as I can make out, so it was before the GRO started keeping records.  Not sure what a short certificate is but the one I have has date and place of birth, mother's name and address etc.  Space for father not completed.  I think it's a full one as it follows the same pattern as all the others I have.

William ?!? :-\  If it were me, I'd keep mithering Croydon Council until you get a response. It's the only way to confirm who adopted Elsie Agnes.

Fingers crossed you hear from Croydon Council very soon. You never know what info may be in Elsie's adoption record (if it exists). Perhaps the mother's circumstances (e.g. where she was employed and/or living) - just prior to Elsie's birth.
