Welcome to RootsChat. As it's a Welsh name you're looking at then the spelling Rhys is a more usual spelling, so hopefully, that's of some use.   :)

Possible marriage at L ym M

21 Sept 1781 David Meredith and Mary Roberts, both of the parish

Add - they were married by licence.

just a further question please. if Rice was b in 1806 and ther parents married in 1761,thats a big gap?. birth for David possible 1738. he would have been 60 ish when Rice was born?

A possible burial  for David at Llanraeadr ym Mochnant
7 Dec 1830, David Meredith, of Pen 'r Allt, aged 70

and Mary:
13 Dec  1839, Mary Meredith of Pen yr Allt, aged 76

The National Library has a bond in the name of Mary Meredith, widow of Pen yr Allt, dated 20 April 1831. She took an oath of administration that the personal estate and effects of the said intestate (David Meredith) did not amount to two hundred pounds.

I've not yet found a baptism for David in L ym M around 1760. There's one in Machynlleth but not sure about that one.

I'm away this afternoon so will look some more later. As L ym M is on the borders it could be Montgomryshire, Denbighshire or Shropshire.. Quite a lot of my paternal ancestors came from that border area   :)
