Black list offence, 1929

I wondered whether to put this under 'Yorkshire' as it describes an incident in Leeds, but thought it better to put it here as who knows who will have come across this somewhere else! Thomas D Wilson was found not guilty of the offence, whatever it was, but I want to know what sort of blacklist was operating which would put a Leeds draper in court in 1929?

This gave magistrates the power to "blacklist" habitual drunkards to prevent them from purchasing liquor.

The very brief mentions of this case say that Wilson 'incited another man' to commit a blacklist offence. Does that mean that he wanted the alcohol and got someone else to buy it?

It'll be something like that. Or perhaps he tried to get someone to sell liquor to a blacklisted person.
