Welcome to RootsChat! ;D

What you are seeing is a crest, rather than a coat-of-arms.
The crest sits on top of the helmet/crown on the top of the shield.

Have a look for "Fairburn's Crests" - the definitive books on the subject.

I looked for crests and came across this. I wonder if this is part of it? It mentions a tree over two crosses.

The Borough of Mansfield arms seem to have been officially granted in 1892, so I wonder how they were used on the fork in 1789.  Could it have been an earlier, unofficial, version?  I'm also puzzled that there are no golden stars (mullets) either side of the crosslets.  Inclusion of the mullets seems to have been controversial, as is discussed in the History of Mansfield by W.H. Groves, page 322.

The link given previously does state:
"The oak stands for the Forest of Sherwood, the crosslets are those of the Howards, and the stars from those of the Murrays, Earls Mansfield."

Although the Borough Arms were granted in 1892, it's always possible that they were in use before that.
