Irish place

Can anyone help here.  First there is the place on the "County" line.  I was expecting Mayo - but it doesn't look right to me.  Then there is the little note below.  Some words I can pick out but I can't make much sense of it!

"Balliebark" not a tld in Co Mayo. ? Surrounding tlds. X ?? fee ret'd

Thanks guys.  Bit embarassing - I seem to have made virtually the same request some time ago and then forgotten about it!  Its one of those trees I do for a friend and come back to now and again!
