Vine street open? Sunderland

Hello,

I'm trying to work out what this snippet says, regarding Sunderland.

I think it says 'vine street xxxxx and vine street high xxxx'

It looks like 'open', but I can't find anything online that matches that. There was definitely a Vine Street, but I can't make sense of the last part.

What sort of document is it? Can you give any context?
Could be Vine St. open & Vine St. High open.

Hi, it's from an 1851 census. It's from the page before the records, where it tells you the area that the records cover. It's in Sunderland.

My relatives record is at the reference below, but the snippet is from page 1, I believe.

Household schedule number 145 Piece 2329 Folio 555 Page number 35

An 1851 address search under "Vine Street Open" returns

Vine Street Open, 16 Households
Vine Street Open High Part Near Moor, 5 Households

The address immediately before "1 High St Open" is "61 Burleigh Street".
The addresses  that immediately follow "3 Vine Street Open High Part Near Moor" are "10 Ropewalk Opposite Moor and 17 Silver Street"
