Can anyone make out the words under the "offence" column on this military record?

Can you tell us who this was PMcK? It might help.

I think one of the words is 'certified' but I'm not sure how it's relevant in context.

Second line says ‘certified correct’.
First line has me baffled at the moment.

Rumgally. It was an army camp in Scotland. It was presumably the place where the Lieutenant signed off the document as "certified correct".

There does not seem to be an offence, quite often on these records you see them certified clean or no offences.

There is/was a Rumgally House near Cupar.  Used during the war.
