Can the damaged area be cleaned up?

Would love to use this as a photo but the white damage spots are quite distracting over his face. Can anyone help please?

In my view a much better scan.  Perhaps the next scan could be in full colour mode as well. What size is the original?

Here is one scanned in colour mode at 1200 dpi. The original image is about 2.5cm x 3.5cm
