It’s an Inquisition Post Mortem (or IPM) after the death of William Ticknor, held at Kingston-upon-Thames, Surrey, on 7 December 1593.
After the death of someone who was supposedly a tenant-in-chief (holding lands of the Crown), it was customary to hold a local enquiry to determine the extent and value of his lands, to find out if any payments were due to the Crown, and to identify his heir. If the heir was under age, the Crown would take back the lands temporarily until the heir came of age.
The separate strip is just the writ to the escheator, instructing him to hold the enquiry.
