"occupation voter" 1880s and 1890s

I am going round in circles with Google! I am doing a house history.  My ancestor built a house in 1864 and died in 1870.  The deeds are incomplete but I have a few later deeds that refer to earlier ones.  I know for sure the owner from c1881 to 1893 but the Electoral Registers record him as an "occupational voter" not an "ownership voter."  Can anyone give me an easy-to-understand explanation please?
