Advice on how to annotate group photos please

I've recently come across my parents' wedding group photo and thought I'd try and produce a key to go alongside noting who the people are (not that I know all of them). 

There are about 40 faces and I am trying to work out how best to do this.  I've scanned the photo and printed it out and have considered attaching small numbered adhesive labels but is there an easy to use (preferably free) way of labelling the image electronically?  Eventually I'd like to send copies to cousins who may be able to identify more of the faces.

Thanks in advance for any help you may be able to give  :)

You can easily write numbers on the people using any graphics program.
Wiltshire:  Banks, Taylor
Somerset:  Duddridge, Richards, Barnard, Pillinger
Gloucestershire:  Barnard, Marsh, Crossman
Bristol:  Banks, Duddridge, Barnard
Down:  Ennis, McGee
Wicklow:  Chapman, Pepper
Wigtownshire:  Logan, Conning
Wisconsin:  Ennis, Chapman, Logan, Ware
Maine:  Ware, Mitchell, Tarr, Davis

Thanks for the reply Erato, however I'm not sure whether I have any graphics programs!  Would there be any in the Microsoft Office suite?   I've tried opening the photo in Word but can't find a way of annotating the photo. 

I know this must sound daft to folk who do this all the time, but it's got me stumped!

You probably have the Microsoft Paint program.  Open the photo with Paint.  Select the text tool and the color you want.  Position the cursor where you want the number and adjust the font size if necessary.  Be sure to save the annotated photo under a new name.

It's very easy to hit Save while working, without thinking about changing the name, so to be extra sure of not making irreversible changes to the original, make a copy first and work with that.

I scanned a Wedding Photo and in Photoshop I turned down the opacity so that the people were still identifiable, just feint.

I typed on the names of each person and placed them as required on the feint image.

The printout of the feint annotated image is fixed on the next page of the album to the original which remains unblemished.

^^^ These are the wisest you will ever hear about working with images. Always work with the copy.
