The one who is 24 in 1866 fits age wise to be your Henry Gardiner.
I agree with Ruskie...

I believe there may have been more than 1 Henry Gardiner in the 'crime' area(s)...

This should help as there's a difference in birth year & birthplace...

The 1851 census shows 6 Suffolk born Henry Gardiners (various spellings for Gardiner) born 1840 +/- 5yrs.
