Roger, try searching also under his middle name as well as first name. Sometimes names switch around.

Apologies if the following  sounds a bit tactless but....your Dad would not yet be 100 years old, and so his name will be redacted (ie his name will not be visible) unless the managers of the register know with certainty that he is deceased.

Perrins - Manchester and Staffs
Honan - Manchester and Ireland
Hogg - Manchester 19 cent
Anderson - Newcastle mid 19 cent
Boullen - London then Carlisle then Manchester
Comer - Manchester and Galway

Where was he evacuated to and when? There's a Reginald Allum in Hastings (born in 1930), and Robert C? Allum in Watford born in 1927.

Have you tried looking for other relatives who might be at the same address? Is he still alive or recently died? May have to wait a while for his details to be unmasked.

I'm still trying to find my grandmother's entry - only can find her parents, even though she would have been of school age.

As he was clearly Still Alive when the 1939 Register Closed in the 1990s
His Record was still Redacted
Any Search now will never find him.

I find Evacuated Children searches the worst to find if ever.
It assumes the Head of the Household recorded correctly the Name
And Recorded Correctly the Date of Birth
And that the Enumerator Transcribed Correctly the Child onto this Summary page which Ancestry and Findmypast  Scanned and correctly Read the Details when Typing the Search Index Facility
