Marriage of Andre Fortier and Marianne Morin 31 Dec 1799 Rouen

Hi, I would be grateful if someone could interpret and translate a French marriage record for me.

The record was found on the MyHeritage site and I have attached a photo of the record.

There was also a publication of the marriage on 25 Dec 1799

What are the divisions ? Just interested for the future

So do you think the date I translated is a birth date or marriage of the parents ?

Né en la commune de la Cochère, canton de Nonant, département de l’Orne, le six septembre mil sept cent soixante-trois, du mariage de André Fortier & Renée Poulin décedée, d’une part & Marianne Morin, lingère domiciliée Rüe de la Pie No 9. Née en la commune du Breuil, canton de Mézidon, département du Calvados, le dix-huit février mil sept cent soixante-cinq du mariage de Louis Morin décedé & de Marie-Anne Cosnard, domiciliée en laditte commune. Born in the commune of La Cochère, canton of Nonant, department of Orne, on the sixth of September, one thousand seven hundred and sixty-three, from the marriage of André Fortier & Renée Poulin, deceased, on the one hand, & Marianne Morin, seamstress, domiciled in Rüe de la Pie No 9. Born in the commune of le Breuil, canton of Mézidon, department of Calvados, on the eighteenth day of February, one thousand seven hundred and sixty-five, of the marriage of Louis Morin, deceased, & Marie-Anne Cosnard, domiciled in the said commune. The parties declaring that they have not contracted any other marriage on the other hand & after the reading of their birth certificates, and of the marriage, in the places prescribed by the law, on the fourth of this month without any opposition, have in the presence of the witnesses after having designated them, declared reciprocally & in a loud voice that they are to be married, after which I have pronounced in the name of the law that André Fortier, & Marie-Anne Morin, are united in marriage & I have subsequently drawn up a Certificate in the presence of the spouses & Jean Genies, aged thirty-two years, tailor, Rüe Ganterie No 81, Jean Christophe François Blanche, aged twenty-nine years, surgeon, Rüe de l'Epée No 46, of Pierre Lefebvre, aged thirty-seven years, manufacturer, Boulevard Cauchon No 35, & of Louis Lavernes, aged twenty-six years, grocer, Rüe aux Juifs No 27, also of the spouses. I am assuming that a decadal temple is the same as a temple of reason.
