U.S. Army service records

Hope someone can give me some pointers. I am trying to get the service records of my mother's cousin ( what relationship does that make him to me? ) Lt. Colonel George E. Dowling No 01100083. He served with the Corps of Engineers in WW2 and was decorated with the Bronze Star  with Oak Leaf and Silver Star. During the capture of the bridge at Remagen who's proper title was the Ludendorff Bridge ( He was then a Captain ) made a complete inspection of the bridge on 8th March 1945 during continuous heavy ememy artillery fire to assess it strength.

Would like any pointers as to who and how to apply for his records

Yours was a useful pointer. I now have the address in the U.S. which deals with service records and I will get his sister to write off for it.
