I have a cousin looking for where their great grandfather came from and who his parents were etc

What is being looked for is
where he was in 1861 (census)
where he was in  1871 (census)

His birth registry (I can't him in the BMD or GRO)

His mother?
His Father? on the marriage Banns it says his father was James Welch (deceased) that is all is known)
His siblings?

he married Ellen Johnson 10 May 1873 • The Parish Church, Acton, West London

We know his kids and to avoid confusion one of his son is Arthur William Walch

If this is correct, he wasn’t actually 21 when he said he was of Full Age (not that I suppose they checked)

I also wondered about the birth date - I think in 1939 he is listed as born 14 Aug 1858 - although in 1921 listed as born 1851 and died aged in 1943 Hammersmith age 90?

tree owners surname is Culver - she is from Ellen Johnsons side of the family

It appears to be some sort of lodging/apartment house as there are a lot of other families
living there as are other houses in the street.
