It looks to me like:
J. Young facit
August 1839
'facit' is Latin for 'he/she makes', but the usual word in this context would be 'fecit' - 'he/she made [this]'. It might in fact be 'fecit' here, as the second letter is a bit unclear.

I would say
fecit
on the grounds that
facit
would be abnormal in the context.
