I think it would help if you gave some more details.  When and where was Oswald/Oswell born?  You mention South Africa but don't give any indication as to his connection to this country.

Is Jacobs a surname?  If so then perhaps you can say when and where this person was born and what the connection is to South Africa.

Giving as much detail as you can is more likely to generate assistance than just a name and place.  :)
