Have you looked at the 1921 census for 87 Westgate, Lincoln as there is a female Carr resident there then though not an Elsie  :-\

she worked as a domestic servant at 87 westgate lincoln, and lived at 8a burton road.

Is that what the birth certificates say? Could it be that her residence was 87 Westgate and the children were born at 8a Burton Road?

We can rule out the marriage in 1936 Grimsby RD between an Elsie Carr and Joseph T Knight as they are with the wrong Carr parents in 1939  :)
