can not find parents off ...

hello I have hit abit of a brick wall with my family tree. I am looking for Marys parents as I can not find a marriage document on Joseph and Mary. 

Mary (not sure on maiden name)
B:abt 1868 in Burton on Trent, Staffordshire, England
D:March 1904 in Staffordshire, United Kingdom

she was married to Joseph Birbige Willshee
B:July 1867 Burton upon Trent
D:Apr 1931 Burton upon Trent, Staffordshire, England

There is evidence of them both living together in 1901 Censers but Mary died about age 36

Annie aged 10 months b Leicestershire
GRO shows Annie Maria b 1900

Joseph Willshee can be found as a widower in 1911 census with the following.

Joseph Willshee 45 Head
Alice Willshee   25   Daughter*
Kate Willshee 16 Daughter
George Tomas Willshee 18 Son
Annie Willshee 11 Daughter** born as per heywoods post
Leslie Willshee 3 Grandson

GRO Reference: 1885  S Quarter in BURTON UPON TRENT  Volume 06B  Page 404

Who's children are Kate & George Tomas. Were they Mary's children or Joseph's

Weird! Joseph appears in 1921 with a son George Thomas aged 38

Thomas and Kate are also in 1901 census with Joseph and Mary.
I only looked up Annie for a mother’s name.

This 1891 entry suggests Alice is Mary's daughter

Mary Froggatt    24    Daughter
Sarah Capp       19    Granddaughter
Alice Froggatt        6    Granddaughter
