I am missing two words in this.
the last one, I suspect is just part of the formality of the signature, but what is the first underlined one?

The first word looks like Inspector and the second may be Absent.

The first word is Mayor &c.

The second is subscribe.

A few lines higher up, the word at the end of the line (where there is damage) is probably favour.
