United States 1930 census

In the U.S. 1930 census Albert Edward Hibbs is listed as being at the Pontiac County Jail, Oakland, Mitchigan, enumeration district 3-71, sheet 26B. Under the heading Occupation it says "Block plant".
What does this mean? Was he an inmate serving a sentence there? Or was he an employee working there, if so, doing what?
If he was an inmate, is it possible to find out anything about his crime or the term of his sentence?

I had a look at the census record and there are quite a few whose occupation is Block Plant.  I suspect they may have been involved in making block bricks.

Think of breeze blocks that you can get today to build walls.

A guess on my part.  Can't find anything to clarify what that occupation entailed.

Thanks. I think this is highly likely. However, I couldn't find anything on the census to clarify his status there.

In theory if you are in jail then that implies you have broken the law and been jailed as a consequence of that.

There are quite a number of occupations listed on the page that Albert is on.  So there is a possibility that these people were employed at the jail.  As far as I can tell they all appear to be men.

Have you found Albert on any previous or later census?  Was he married in 1930?

Nothing that I could see in newspapers so far,

Married in 1932 and divorced by 1940, moved to California.

Not asked for but this is the second wife's obit (with a photograph)

The Committee, to whom was referred the investigation of plan used in Oakland County for employing the unemployed and short-time prisoners at the jail, made the following report :

......On Friday, October 11, 1929, the committee went to Pontiac and
inspected the cement block plant dormitory central storage plant operated by
Oakland County in that City....

....About 60 prisoners are housed at the dormitory . These men are short time prisoners transferred from the County jail, and are employed at the cement block plant, the infirmary, contagious hospital, the tuberculosis sanitarium and in other outdoor work....
