Possibly - both born in Shadwell - AND if you look at the original entry for the 1921 census, then someone else entered Millicent's age (different hand-writing and ink colour).
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.

Was Millicent, the Millicent S Fox, 7 years, b Shadwell, with parents Alfred and Millicent.

There is a birth in Poplar, 1906 for Ruth Fox with no mother’s maiden name.

Ruth married and called her son William Alfred possibly after her father.

I have not been able to find a marriage for Millie to John Baines. What does the Ruth Fox Vi Baines, John Fox Vi Baines mean?

Likely her first marriage was in 1914 as she uses her maiden name.

The children father is possibly John Baines but were registered as Fox as the parents were not married.

The most likely explanation
