So from the baptism record of Thomas in 1728 in Sandbach, his father Thomas is a wheelwright.

If this is the Thomas and Jane who married in 1719, then that's a big gap before any children appeared.
A Jane Steel (widow) was buried in Sandbach 13 May 1762
A Thomas Steel was buried 10 April 1756
I'm getting myself in a dreadful tangle with the people in you last paragraph .
You have a Matthew Steele 1688-1762, possibly son of Thomas. There is a baptism of a Matthew Steele, son of Thomas 4 Aug 1688 in Sandbach.
Matthew Steel was buried 24 Feb 1762 at Sandbach.
I don't think you can be certain that the Thomas who was Matthew's father in 1688 is the same Thomas who had a son Thomas in 1728 - 40 years later. There were a number of men named Thomas Steele in Sandbach.
I think you may have to try to reconstruct the various Steele families, looking at all the baptisms for each couple - and possible burials- and see if you can find more definite links. This could take a while to crack
