Do you know what age the person in question was and if they became a teacher? The only reference I can find (so far) to Preliminary Certificate is this:

Pupil-teachers aged 18 could apply for the Queen’s/King’s Scholarship Examination (later the Preliminary Examination for the Certificate). Successful scholars had the opportunity of attending training colleges for two or three years. These were residential colleges run by voluntary societies with some government subsidy.
