1939 Register annotations on Rt Hand Page

Does anyone know what RR stands for, just visible on right hand page in the 1939 Register?
He was Frederick L. Hirst, occupation Highways General Labourer Heavy Worker living in Shipley UD Yorkshire. The full annotation reads RR (Part time) Shipley U D (?).

I think it says RP rather than RR.
There's another man further up the page annotated RP de-contamination squad ?
Possibly something to do with the war effort.

You could be right. In fact if you look at both entries there is also a faint letter in front of these, underneath the adhesive paper (?), which might be a P or an R. This raises further possibilities.

I think you're correct, Kay. If the area is enlarged and contrast adjusted , an A can be seen under the vertical tape.

Another one on the 1939 Register Rt. hand page is for William E. Shaw born 10 Aug 1882 living 160 Liverpool Rd., Huyton with Roby. It says "P.W.C. 639/15749. Any suggestions welcome.
