Institutions

Hello all

With regards to Victorian institutions where would records be kept of inmates/patients, are they usually centralised?

I am looking for someone who would have been in the Benevolent Institution for unfortunate females 113 Wellington Road Liverpool in the year 1853 but am afraid I have no idea how to approach this.

Just seen that Gore's 1851 has the address as 17 Wellington Road, the 113 is from the census.

thank you
