It appears to be very sumptuous list of goods
Gold, silver, velvet. Things engraved with the arms of England & France

Do you have the original document or only this transcription?
I think not every word was correctly transcribed.

A start from me. Incomplete, with some doubts and uncertainties.
This is what I think it could be. You'll have to be an expert in medieval clothing and garments to fully understand what is meant by all these specific items.
