Do you know why a person's dna would be rejected by a dna genealogy site and then from a medical dna site for "do not meet minimum quality control standards?
All her siblings were successful.
She is not taking medication, and has no illnesses that she is aware of.
Would they process if they found something unsavory

Normally this means the sample was not captured correctly or of good enough quality to be able to process.  You don't mention which company for the genealogy test, but there are normally very critical instructions that have to be followed which vary by company (i.e. not having food/drink, swabbing for the correct amount of time, etc). If these are not followed or the person is perhaps older (so not producing enough saliva) then the test cant be processed.

Indeed, I think it means they were not able to extract enough DNA from the provided sample - under such circumstances I believe they would usually send a new kit so they person could try again.

I thought they would send or offer another test but they automatically refunded her. I'll suggest another test with a different company.
Ancestry, I have been a member for years, we recently found out that one of my siblings is actually a half sibling and she was curious.
Colors, recommended by her Doctor, we have lost three siblings to cancer in the last three years all in their 60's

For the medical one I would consider asking if her doctor could perhaps assist with collecting the sample.

Ancestry, I have been a member for years, we recently found out that one of my siblings is actually a half sibling and she was curious.
Ancestry normally send another test, so not sure why they did a refund, unless they have changed there T&C's....They are the best company to test with if she/you are trying to identify family from a possible half relationship with an unknown parent. If she does try another company though, you may need to look uploading her siblings results to that site as well.
I personally would suggest contacting ancestry support to find out why the sample was rejected, and prehaps consider retrying them again and taking real care to ensure instructions are fully followed as it is easy to slip up :-)
