I wonder if mum Jessie died in Canada following the 1908 birth which would account for the Essex baptism in 1910

Assuming CaroleW's earlier find of his wife Mildred Elsie is the correct person, she died at 12 Dansie Court (today it's Dansie House), Compton Road, Colchester on 8 June 1995, which suggests the family may have moved back to that part of Essex. Sgt John Duncan Allen was living in Wivenhoe (about 3 miles South East of Colchester) in 1943 when he was awarded the George Medal.

I know you weren't asking about his military career but have you seen the Royal Armoured Corps enlistment record which states that he was transferred from the Royal Tank Regiment to the A Reserve 15 February 1933, when he would have been c. 25 years old? This suggests that he may have first joined up in around 1927 aged 18 on a 6 year engagement. He was obviously recalled for service once the war broke out. He was transferred to 3 Cdo on 7 July 1940 (he would have volunteered for this). At the end of the war he was demobbed to the Z Reserve on 15 December 1945.

I assume that you've seen his entry in the Commando Association database which gives his last known location as Westbury, Wilts although no date is given. They also don't know when he died.

Looking at it from another point of view - If the one who died in Liskeard is not the correct man, who is he?

surname recorded as Allan rather than Allen in burial reg & GRO index
