Many thanks Gadget for all your valuable comments. For several reasons I was thinking this could be Rosina Fear Peters (1864-1946) and I think a 1920s date would fit her age. I assumed it was a husband and wife, but Rosina's husband, John Roberts died in 1918. It may well be one of her uncles though - either James (1850-1928) or Charles Peters (1864-1947). To me, the man looks the elder in this photo and Charles was the same age as Rosina, so perhaps James is more likely. Rosina only had two brothers, both considerably younger than her and it's certainly neither of them. I'll attach a photo of Charles which, although much earlier than this one does appear to show a family resemblance to my mind.
