I have come across this a number of times in my ancestors, on two occasions it was relating to a steel works in Wales the other time it was a person that lined village or farm ponds with clay.

They also lined canals with clay. I'm sure his location will make which of these is likely to be the case.

In the iron or steelworks a Puddler was a hard dangerous job -

The puddler opens the damper, the iron comes up to white, or welding, heat and so it balls together. The puddler gets this ball of iron out of the furnace, and it is given a few blows of a hammer to squeeze it up. Then it is ready for part two of the process - rolling.
