The probate calendar (which has him as John Patrick Donoghue) says he was a publican at 14 Scotland Place so I think we can assume that he was the licensee at the Birmingham Arms.

Other things to check are newspapers, for licence transfers; and directories ( my own collection has a big gap between 1914 and 1938).

Okay thank you so much for all your help, I really appreciate it. Do you know where I could look at newspapers or directories (I live in Ireland so going to Liverpool library etc isn't possible for me)

Oh thank you, I've actually only recently got in contact with him - my mother's cousin! I didn't know he had that info though, I must get in contact with him again.
