I'm pretty sure the 1917 burial is him.  The cemetery's website - http://www.evergreen-cemetery.info/whos-here.php - also has burials in the same plot for Joseph P. Cottrell, age 90, and Nancy E. Cottrell, age 64.

It's a subscription site & I don't have a subscription, but it appears there is a story about his death on http://www.genealogybank.com/gbnk/newspapers/explore/USA/California/San_Jose/San_Jose_Mercury_News/  If you search for Joseph Cottrell from 1917 to 1917, you can sort of see a snippet of it.  It looks like he died from drowning in Newport.
