Etta is listed in the same census boarding with Walter and J G Rigley.

Maybe the mother Rose McKane married John Watson 19/4/1918 Winnipeg Manitoba

Arnold Watson born 1903 Ireland immigration year 1906
So if this is the same Rose ? she was using his name before the marriage
