Searching for Birth Certificate - Thomas Herron Bradford Born 1904

Hi I am looking for my grandfathers birth certificate he was born in Tynemouth 12 January 1904 - his name Thomas Herron Bradford - he immigrated to South Africa when he was about 20 years old. I have the volume his birth certificate is in and the page but I do not know who to contact to get the certificate. Greetings Lorraine
