Have you got the photo? If so can you take a better image esp of the cap badge and shoulder titles. I'm convinced they are feathers. Some of the others viewing this might express a view.
My opinion is that it is not of a RWF man. Is there a positive identification of this RWF George Thomas being the man in the photo?
