Do you know when William died? If he was still alive when she died, then he would likely be the person who registered the death, and you could specify that on the GRO form.

Apart from your Kate Watkins, there was a Catherine Watkins (her husband was James) also living in Neath. The 2 appear to have died in 1926 (aged 63) and 1930 (aged 66), though both were registered as Catherine.
