Looking for the marriage of Robert Burrows and Rebecca Broughton possibly in Monken Hadley, Barnet as they had their son George there. They also had William, Charles and Emma Broughton Burrows in England.
Any help would be much appreciated.

For the period in question - Monken Hadley came under Middlesex.  It only became part of Herts from 1889

Where and when were William, Charles and Emma Broughton Burrows born

I'm not sure where or who the first child born was.
I have the record you have given for George who was a convict. His indent says he had two brothers william and charles broughton and 1 sister emma. I have been unable to locate their births. The indent states hes native place as Barnet.

Are they shown as William Broughton Burrows and Charles Broughton Burrows?  Or are their surnames shown as Broughton?

Were his parents names also shown on the indent

I noticed on the convict indent that George's trial took place in Lincoln, Holland Qtr Sessions & also that his siblings names were Broughton & not Burrows which led me to Lincoln & Lincs to the Past.

This looks very much like your George.

As you can see he is living in Boston Lincs & his mother is in Lincoln, I'm pretty sure this is her on the 1841, Rebecca Broughton, with son Charles & daughter Emma, HO107 Piece 651 Folio 44 Page 12 in St Swithins Lincoln, also on the 1851 HO107/2105/387/30 & again on the 1861 RG9/2360/33A/5.

From Family Search & Lincs to the Past I wonder if these could be the correct marriages for Rebecca
Robert Burrows married Rebecca Green 1 June 1813 St Swithins Lincoln.

Rebecca Burrows married Joseph Broughton 30 Oct 1825 St Swithins Lincoln, she was a widow.

Does all this sound plausible, I haven't spotted the brother William yet but haven't really looked.

I did see on Ancestry that George's baptism was in Monken Hadley Barnet so perhaps the Burrows didn't stay to long in Middx & returned to Lincs.
