Online births certs are data protected for 100 years so births after 1927 aren’t viewable yet the best you can do is search the index on Family Search and hope the mother’s maiden name is indexed but even if it is it’s no guarantee it’s the correct couple.

The only marriage of a Thomas Small soldier that I’ve found was in 1919 in Cork to Mary King and they don’t have a son James by 1923 and Thomas is no longer a soldier on children’s births so highly unlikely on all fronts.

There is a death in 1985 of an Anthony O’Brien late of Athy and Lambay Island buried in Glenealy Cemetery Wicklow a brother perhaps.

Looking in the newspapers.
Did they separate in 1946?
In 1950 a Bridget Small is taking a James Small to court to increase maintenance payments set in 1946.

There is a death of a Bridget Small in 1957 no mention of her husband although her husband is still living according to her death cert, she has 2 boys and a married daughter but her address is Boland’s Lane, not Crowe Street.

Age fits quite well with the 1887 birth

I see in the 1901 and 1911 Censes Tivoli House is listed in Castle Ave.

The Newspapers Archives gives results for Strand Road up to 1968, I wonder if it a section of Clontarf Road.

It is quite often called "the Strand Road" or "the Clontarf Strand Road". Without knowing the area, possibly differing names for the same road.

Yes, looking through the papers that seems to be the case, North Strand Road pops up a lot as well. Dublin Borough Commissioners were calling it Strand Road in 1925 but the maps all seem to use Clontarf Road. Case of everyone knew where they meant.
