Relationship to Head of Household

If a person is listed as niece on a census, does this mean she is definitely neice of the Head of the Household, if he is the man of the house, or could she be his wife's niece....?  :-\

I think it could be either - not very helpful I'm afraid!   You will have to trace her back and see how she fits in some other way - keep you busy in the New Year!
