Are they both Scourfield or is one of them Phillips?

Do you have their marriage certificate for their fathers' names and occupations?

Without further info, any census look-ups would be guess work as they would not be on the 1901 census if not yet born. There's a birth registration for a John Scourfield in 1902 on FreeBmd, but again I'm guessing.
Cornwall: Allen, Bevan, Bosisto, Carnpezzack, Donithorn, Huddy, James, Retallack, Russell, Vincent, Yeoman

Lincs: Coupland, Cram
Mon: Cram, Gwyn, John, Philpot, Smart, Watkins
Pembs: Edwards (St. Dogmael's)
Yorks: Airey, Bowler, Elliott, Hare, Hewitt, Kellett, Kemp, Stephenson, Tebb

possible birth registrations
Scourfield
John june qtr 1897 Pembroke vol 11a pg 1160
John june qtr 1902 Narberth  vol 11a pg 1266
John june qtr 1905 Pembroke vol 11a pg 1320
John Benjamin june qtr 1905 Narberth vol 11a pg 1316

Phillips
Dorothy Martha march qtr 1898 Pembroke vol 11a pg 1180
Dorothy Eva sep qtr 1905 Pembroke vol 11a pg 1323

Narberth is the more likely registration district for someone born in Saundersfoot. Your first step should be to get the marriage certificate as it will give you useful information - their full names, their ages at time of marriage, the names and occupations of their fathers, names of witnesses. Do you know when the marriage took place? The full GRO index is free to view on Ancestry. FreeBmd isn't complete after 1911ish.
