I've checked through my Shropshire sources and can't come up with a Samuel b/bpt circa 1789 anywhere in Shropshire. There are two much earlier Samuel's mentioned in Bitterley - b. 1673 (son of John) and 1701 (son of George). Otherwise, nothing  :(

The main Ballard couple producing children around that time were Edward and Mary, who had a son, Daniel, bpt. April 1789 and a lone Ann Ballard.

You probably have found this since it is reproduced on the IGI. The Ballards of Bitterly certainly seem to go back a long way if you can link into them.
